The control room on a submarine

The selectboard met for their first meeting following town meeting welcoming Ken Goslant to the board. Ken Johnson was elected to the chairman's position and Greg Sanders was elected as vice chair. Committee positions were assigned as follows: Conflict of Interest-Greg Sanders, Highway/Paving- Sanders and Goslant, Interlocal Committee-Goslant/Morse (coordination between Town and Village for water/sewer issues) Joint Management-Adams and Johnson, Labor Agreement- Morse The Town/Village merger committee ceases to exist.

The meeting schedule continues as previously, The Selectboard will meet the second and forth Monday of each month and the Northfield News followed by the Times Argus are the official newspapers.

The business of approving minutes, spending and bridge inspection passed with little discussion.

Linda Barrows questioned the actions at town meeting citing lack of transparency regarding the numbers associated with the costs. The line item increase in the Town highway budget regarding the village highway does not adequately separate the pass through monies, increase in spending related to operations or the effect of the Village Grand list for the highway tax rate. Management was tasked to produce an explanation that better explains the effect. In addition, discussion about the built in surplus regarding labor was challenged. The budget reveals a labor cost increase based on a cost of living that is higher than actual. Building a surplus albeit small by not reflecting a current COLA is wasteful.

Greg Sanders called for the selectboard to overturn the decisions arrived at Town Meeting regarding Article 6 and 9 (Highway taxing and public questions) Mel Adams explained the selectboard does not have the authority to overturn the wish of the voters.

Single service highways. Greg requested management to develop a cost for contracting winter maintenance on roads serving one or two homes. Should you have any interest or questions regarding this discussion, the highway committee members are listed above. The highway committee will be meeting to discuss this further.

Sally Davidson refused to continue serving on the recreation committee and cited the most recent hiring of the pool director without following policy. The personnel policy was reviewed and management was directed to comply with the personnel policy with a minimum of posting the vacancy in the five locations all notices are posted
