Selectboard May Again Consider Charter For The Town Of Northfield
A charter for the Town of Northfield is once more to be considered and possibly brought before Town voters. Selectman Charles Morse told his fellow board members at last week's meeting that he has been working on a rough draft of a charter. He said that he thought it is "important" and "wise to identify the government of Northfield."
A few years ago a group of citizens drafted a charter and petitioned the Selectboard to present it for a vote at a special Town meeting. The charter was defeated.
Linda Barrows recalled the charter that was defeated and said that the board "amazes me." She said that two years of effort went into the charter that was presented and hoped that the board would "use the charter" when drafting a new one.
Mr. Morse said that he did use the defeated charter as a model
Chairman Kenneth Johnson said that he is "for it."
The board decided to table any work on a maintenance agreement between the Town and Village regarding the Village streets until a joint meeting with the Trustees can be held.
Selectman Melvin Adams said that he was "opposed to this maintenance contract" because the voters already made the Village streets a line item in the Town's highway budget.
Selectman Kenneth Goslant said that he wanted to be "crystal clear" to the voters about "how and where" the board is "spending the dollars.
Mr. Johnson said that the contract would settle an "accountability" issue and that where the "dollars and cents" are going is not known because of a lack of "adequate tracking." He said that he wanted to know where the Town equipment "is working."
Selectman Gregory Sanders said that he would like to know "why it isn't being tracked" since "doing logs is miniscule" in regards to the time it takes to track
