Northfield Police Report

April 28

8:06 a.m. - Accident PD - An officer was dispatched to a three vehicle accident involving a school bus. Upon arrival it was determined that there were no injuries. Investigation revealed that the school bus was stopped in the roadway along with another vehicle. The third vehicle was unable to come to a stop and struck the second vehicle causing the second vehicle to hit the bus. The bus had no damage. Pictures were taken of the accident.

4:01 p.m. - Animal Problem - Police responded to a citizens complaint concerning a dog that may be in distress. The dog was near a stream and the caller advised that the dog had been in the same location all day and knows that because it was seen early in the morning. Police contacted Animal Control who rescued the dog and reported that it had the early signs of hypothermia. The dog owner was located and the two were united. The dog appears to be fine.

4:42 p.m. - Illegal Burning - Police responded to a citizens complaint concerning the burning of what is to believed to be garbage plastics. The complaint centers around black smoke coming from a neighbors chimney. The complainant was advised to contact the Vermont Department of Health who could then direct them to the appropriate State Agency that would handle air quality issues in situation where people have become ill because of the smoke.

6:47 p.m. - Suspicious Person/ Circumstance - Police received a complaint from a female Norwich University Student about an incident where she was photographed inappropriately by another male student. The incident occurred at the end of February 2010 and the incident was reported to Norwich University Officials. The female complainant advised that nothing had been done about the incident and that she wanted charges filed against the perpetrator.

8:11 p.m. - Suspicious Person/ Circumstance - Police received a complaint from Middlesex Dispatch that an elder female Northfield resident was calling 911 because she heard voices that were telling her to. Police have responded to this resident many times during the last few months and it is apparent that her mental health is deteriorating.

April 29

3:05 a.m. - Citizen Assist - Police responded to Pleasant

Street for a report of people stealing boxes from an elderly female. The complainant advised that they were using magic to enter and steal from her. The complainant advised that it was a gang of individuals doing this to her.

11:08 a.m. - Noise Disturbance - Police responded to a noise complaint in an apartment complex. Upon investigation, it was determined that the noise was normal life noises and that the person had dropped some dishes on the floor making the noise of concern.

5:16 p.m. - Suspicious Person/ Circumstance - Police took a complaint from a citizen in reference to a work related issue concerning pay. the complainant further advised that his employer became aggressive towards him and wanted to fight. Police are obtaining statements and the matter is under investigation.

April 30

11:10 p.m. - Noise Disturbance - Police responded to a report of a noise complaint on at 452 Water Street in Northfield VT. Police spoke with a tenant who had a small group of friends and advised him to have his friends tone it down. I advised that the building was old and that voices travel very easily through them. I explained to the tenant what the consequences would be if I had to return. A written warning was issued for the noise.

May 1

8:03 a.m. - Noise Disturbance - Police while on a traffic stop on Union Street in Northfield Vermont were advised by a neighbor that the party next door was keeping them awake. Police attempted to locate a tenant that resided in the building but none were located. Underage individuals that were consuming alcohol were located and police disbanded the party. Charges are going to be filed on the tenant that was responsible for the party.

12:19 a.m. - Alcohol Offense - Police while dealing with a noise complaint stemming from a large party at 77 Union Street, located two underage female students that had been consuming alcohol. Both females had a moderate odor of intoxicants emitting from them and both refused to submit to a preliminary breath test. Washington county Teen Alcohol Safety Paperwork was issued to both females.

2:01 a.m. - Unlawful Mischief - Police received a complaint of Vandalism to a motor vehicle. The complainant advised that the Vandalism occurred at 77 Union Street while it was parked out when she was attending a party at that residence. The complainant stated that after the police broke it up, she was shutteling party goers back from the event and that is when she noticed someone had keyed the trunk of her car.

2:36 a.m. - MV Complaint - Police responded to South

Village Mobile for a report of a suspicious vehicle in the parking lot. A young man pulled into the parking lot driving a school bus and was notified by employees that the store was closed and that he needed to leave. Employees stated that he drove away and as they were leaving saw him return. Police checked out the motorist and sent him on his way.

6:51 p.m. - Agency Assistance - Police were asked to respond to a family fight in progress in Williamstown to assist the Vermont State Police. Prior to the officers arrival, the State Police advised the situation was in hand and to cancel the response. No further assistance was necessary.

5:52 p.m. - Suspicious Person/ Circumstance - Police responded to a location on Water Street to speak with an elderly female. The officer spoke with the complainant and determined no crime had been committed.

7:04 p.m. - Noise Disturbance - Police responded to a residence on Kent Street regarding a loud noise complaint. Upon the officers arrival no loud or excessive noise was observed. The officer spoke with the tenant and advised him the nature of the complaint.

9:13 p.m. - Controlled Substance Problem - Neil Y. Crowley of Poughkeepsie New York was issued a citation for possession of marijuana. Police were called to Norwich University after university staff located alcohol in Crowley's backpack. During a subsequent room search by Norwich Officials, a small amount of marijuana and paraphernalia was located.

May 2

1:10 a.m. - Noise Disturbance - Police responded to 312 Central Street for a reported noise complaint with a large party. When Police arrived, no noise violation was observed. Police obtained permission to search the residence and everyone at the party was 21 and up. Police advised the tenants to keep everyone inside so not to upset the neighbors and they agreed. No further action taken.

4:45 a.m. - Noise Disturbance - Police responded to Dogwood Glen for a report of a noise disturbance. The complainant advised that the up stairs neighbor has been walking around her apartment all night waking up her grandchildren. Police went to speak with the tenant and found out it was her two cats playing that were making the noise. Police did not observe any noise when they were at the residence. No further action taken.

12:17 p.m. - Citizen Dispute - Police received a report of a possible fight in progress on Vine Street. Police responded and located the source of the complaint. Upon Police arrival, it was found that both parties were still actively engaged in a very heated & tense argument. It was found that a coffee pot was broken in the fracas, but the owner did not want charges filed. Nothing physical occurred so no assault charges were filed.

1 p.m. - Training - Police conducted an oleoresin capsicum (O.C.) certification course for law enforcement officers. The Police Department was assisted by the Orange County Sheriff's Office and the Northfield Ambulance Service in delivering the training program. At the completion of the course those enrolled were certified in the proper usage, deployment and decontamination of O.C.
