Northfield’s Interim Police Chief Named Permanent

Photo by Bill Croney, The Northfield News Northfield’s new Police Chief, Chris Outten is no stranger to the community.

For the past year and a half he has served in the Northfield Police Department at the rank of sergeant and then was named acting chief in June after Chief Shaw resigned.

The town sought applications from within and outside of the department in an effort to find a new chief. Two applications were received from outside but both were withdrawn according to information received from the Selectboard.

Town Manager Nanci Allard then acted to name Chief Outten as the new permanent chief.

Chief Outten brings a lot of police experience to his new appointment. He has been involved in police work for eighteen years and served in the U.S. Navy submarine service for three years prior to becoming a policeman. The majority of his police work has been out of state. “Mostly in Maryland. It was a mix of large cities and small towns and in several specialized units. I spent three years in narcotics then worked in the Criminal Investigation Division and also was involved in warrant fugitive work,” Acting Chief Outten said.

He Graduated from the Maryland Police academy in 1992 and had to undergo training at the Vermont Police Academy before he could be certified in the Green Mountain State. He discovered that all states do not have the same laws when it comes to the authority of the police.

He said that he and his wife came to Vermont for the quality of life. “We had a connection to the state because my wife has family in Barre and Rutland. We have two children, ages eight and ten and we thought it would be a great place to raise kids. The Chief and his family currently reside in Williston.

Chief Outten has some ideas on what he would like to do within the department. “We are nowhere near the National average of 2.5 officers per 1000 residents,” he said.

“I would like to increase manpower. Add an officer or two. I pay taxes like everybody else and no one wants more taxes but we are presently a five- man department using part timers to fill in schedules. I’d like to see an officer or two added for officer safety issues. I don’t want to see an officer injured because of money.

It relates to safety issues relating to fatigue or scheduling. The equipment in this department is great. Chief Shaw did a great job in equipping the officers.”

The Chief said he has enjoyed his time in Northfield. “I like the town. I’ve met a lot of nice people here. Vermont has some cultural differences from Maryland but Vermont has some good things to offer,” Chief Outten said.

I also applied for the position and did not withdraw my application. I also received the thanks but no thanks letter. I have over 20 years in law enforcement and serve in a command position in the largest department in Maryland and have my Masters degree from Hopkins. Sounds like a crock to me.

Interesting. Wanted to check in to learn who landed in this slot and found that 'I withdrew my candidacy'. This couldn't be further from the truth! I am sure the new chief will do a fine job. The citizenry and/or the town manager/board will never know what a bit of competition might have brought. I have a post-graduate degree, over twenty years as chief (out of state) and the FBI Academy. I am sure my withdrawl is part of the record.....

I was also one of the outside

I was also one of the outside applicants and never formally withdrew my application. It did become difficult to pursue the Chief position based on timing and minimal communication from the Town. I am not sure how the process moved forward, but I believe you have a solid new Chief. Early on, after reading Chief Outten's bio, I thought he would make a solid leader. I graduated from Noriwch University with my Masters Degeree and love the area. Good luck to Chief Outten and I will continue to visit my family in Barre. Thanks for the opportunity!

Sorry to say it is true. It

Sorry to say it is true. It appears the behind the scene activities are less than ethical, honest or open. I would have enjoyed the chance to compete for the position, and believe I could have been an effective Chief able to serve the citizens of Nortfield, and deliver the high level of service they expect, and deserve. That was not the case, so I will be taking my experience and knowledge elsewhere to serve another community. I wish Chris the best and a long and happy career. I know he will do right by you. Just remember your Selectpersons and Administrators are there to do your bidding......not the other way around. Good luck!

Being a Northfield resident

Being a Northfield resident and a tax payer I hope this is not true, but not surprised one bit. With the not so clean history of the NFPD I would hope some of the selectman or people in positions of authority in the town take a look into this or our we going to have Dateline doing another story on the corruption of the police department like it did in the 90's.

Funny things happening in

Funny things happening in Northfield. Interesting how the two outside applicants withdrew their applications. Especially since I was one of them, and I did not withdraw my name. I did receive a thanks but no thanks letter the same week I dropped off my resume and supporting documents. I was wondering how a decorated, experienced, Law Enforcement professional with over 21 years on the job who has served in Command Staff posts in much larger agencies, including Acting Chief, was not qualified. You folks should be ashamed of yourselves. I know Chris and wish him luck, he is a good guy and I am sure will do a good job, but why waste others time when you are going to do what you want regardless. I thought it was always "the best man/woman for the job".
